The formula

Vout = Vin x R2 / (R1 + R2)

Quiescent current = Vin / (R1 + R2)

How it works

A divider is the simplest way to scale a voltage down, and the most commonly misused. It only holds while nothing meaningful is drawn from the output.

Connect a load across R2 and that load is in parallel with R2, which lowers the output. As a rule of thumb the load impedance wants to be at least ten times R2 — otherwise buffer it with an op-amp.

Do not use a bare divider to power anything. It is for signals and reference voltages, not supplies.
